2024 Budget

The final 2024 Boulder County Budget was adopted by the Boulder County Commissioners on December 5, 2023. Now that the $653 million budget has been formally adopted, the Office of Financial Management will prepare a summary document. The full budget book will be available by spring 2024.

Budget Process

At a public meeting on October 10, 2023, the Office of Financial Management presented the 2024 Recommended Budget to the Boulder County Commissioners. The following budget information was provided:

A public hearing was held on October 24, 2023. Members of the public had the opportunity to share comments before and during the public hearing. The Office of Financial Management made a presentation to the commissioners during the hearing.

Mill Levy and Property Tax

Since May, the commissioners have worked to develop a budget that limits the increase in the county’s revenue from property taxes, culminating in a decision to limit revenue growth to 5.5%.

Boulder County will hold a business meeting before the state’s January 10, 2024 deadline to certify the Boulder County Government’s mill levy.

Sign up to receive the commissioners’ Advance Agenda for meeting details. Business meetings can be attended online, by phone, or in-person, but there is no opportunity for public comment. Written comments can be sent to commissioners@bouldercounty.gov.

The Boulder County Treasurer’s Office will calculate property tax using the mill levies from all 135 taxing entities and send out property tax notices in late January. Find out more about how tax is calculated.

Annual Budget

Boulder County government assumes a variety of roles and carries out core responsibilities in order to help foster a vibrant, healthy, and active community.

Our annual budget process allows for the careful allocation of tax dollars to help with important county functions such as maintaining our well-traveled roads, conducting law and public safety services, providing housing counseling and nutrition assistance for our youngest and oldest residents, and working together to create visionary open space and land use policies.

Property Taxes

The Treasurer’s Office collects taxes for all taxing districts in the county, including Boulder County government, school districts, cities, fire districts, water and sanitation districts, and other special districts, and distributes the monies to those districts.

Boulder County’s collection of property taxes represents roughly 26 percent of a property owner’s total average property tax bill. Other taxing entities that receive property tax revenues include (from 2022 data):

  • School Districts (54%)
  • Boulder County Government (26%)
  • Cities & Towns (11%)
  • Special Districts (9%)
