Clerk & Recorder Divisions

The Clerk & Recorder oversees three public divisions: Elections, Motor Vehicle, and Recording. We also have an Administration Division to support our office-wide work.

Program Highlights (updated every June)

The Elections Division successfully conducted the 2022 State Primary Election and the 2022 General Election for Boulder County voters, including the successful execution of two recounts immediately after the State Primary. The work to conduct the election included registering voters, mailing out ballots, processing ballots, and setting up in-person voting opportunities. Turnout for the 2022 General Election was 74.4%, with over 55,000 ballots being returned on Election Day alone. During the General Election, the Elections Division also offered in-person Spanish-language ballots for the first time. Outside of preparing and executing these elections, the Division also promoted a “Know Your Voting Rights” campaign with voting information intended to support the diverse experiences, identities, and backgrounds of Boulder County voters.

Legislative Work

Every year, Boulder County Elections staff closely participates in the Colorado legislative process. In the months leading up to and during the legislative session (January to May), our office provides ideas and recommendations to improve our election processes to our state legislators.

The Clerk & Recorder’s office also actively participates in shaping legislation pertaining to our Motor Vehicle and Recording Divisions.

The Election Plan outlines critical election details, including vote center locations, hours of operation, and more. This plan is required by statute to be summited to the Colorado Secretary of State’s office in advance of each election.

Program Highlights (updated every June)

The Motor Vehicle Division saw two significant improvements to our ability to provide the best in public service in 2022. The Division adopted an appointments-only service model to reduce wait times and provide the public with a more accurate timeframe to complete their transactions. Concurrently, a new queing system upgrade occurred to allow the public to check in from their cell phones and provide a more efficient way to message public members regarding their appointments. The new system allows for messaging in multiple languages which has been especially helpful with our Spanish-speaking population.

Program Highlights (updated every June)

The Recording Division continued to excel at providing exceptional public service by providing and recording real-estate documents and marriage licenses. In early 2022, the Recording Division quickly ensured that victims of the Marshall Fire had access to high quality information regarding replacement of lost documents via outreach and website updates, and waived all associated costs for impacted community members. The Division also completed a process to select a new, modernized program for the recording and searching of real-estate documents.

Our Administrative Division manages operations, personnel, budget, finance (Procure to Pay), contracts, IT, Security, and Strategic Planning for the Elections, Motor Vehicle and Recording Divisions. Additional responsibilities include ensuring statutory compliance, employee development, and collaborating with the public, county offices, departments, and various other agencies. Administrative staff are also responsible for the advancement of equity and inclusion initiatives in our office.

Program Highlights (updated every June)

The Administration Department of the Clerk and Recorder’s office played a significant role in supporting all divisions in achieving their goals. This included the onboarding of hundreds of election judges and workers, processing the contracts and invoices from vendors, processing grants, creating strategic action plans for equity and inclusion work and physical security in the office, managing personnel matters, managing the budget, coaching staff, leading the organizational accountability program, and more.
